Racing to the beat of a different drum: After a blessing by Buddhist monks to “awaken the dragons,” thousands of paddlers in colorful, 40-foot-long dragon boats will race — to the beat of Chinese drums — across Lake Merritt this weekend. It’s the Hong Kong-Northern California International Dragon Boat Festival, a global competition, and it’s returning to Oakland for the second year. The two days of racing will be accompanied by a family festival featuring taiko drumming, martial arts, cultural performances, arts and crafts, food booths and more.
